The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • Recommended Motion:

    THAT Council receive the Q3 operational reports from OCWA for information.

  • Recommended Motion:

    THAT the regular council meeting minutes of November 19, 2024 be approved as circulated/amended.

    THAT report no. CAO-18-2024 be received for information.

  • Recommended Motion:

    THAT Report CAO-19-2024, be received for information;

    AND FURTHER that Council direct staff to update the current Municipal Salary Grid by applying a 2% Cost of Living Adjustment (COLA) effective January 1st, 2025.

  • Recommended Motion:

    THAT Council receive report no. CL-11-2024 for information;
    AND THAT the proposed 2025 Fees and Charges be approved;
    AND THAT an implementation by-law be brought forward at the next regular council meeting for adoption.

    THAT Report No. FIN-14-2024 be received;

    AND THAT Council adopt the projected five year (2025 through 2030) water and wastewater rates as outlined in the Water and Wastewater Rate Study completed by Watson & Associates Economists Ltd. and presented on November 19, 2024;

    AND THAT Council approve the 2025-2034 Water Financial Plan as prepared and presented by Watson & Associates Economists Ltd. on November 19, 2024, for the renewal of the Municipal Drinking Water License in accordance with subsection 3(1) 1 of O.Reg. 453/07.

Zoning By-law Amendment Application No. ZBA-09-2024

  • Recommended Motion:

    THAT zoning by-law amendment application Z-9-2024 to rezone the subject lands from the Highway Commercial (C2) Zone, to a site-specific Residential Third Density – Exception (R3-14-H-5) Holding Zone, for lands legally described as Plan 256 Lot A Lots 1 to 3 W Dominion St Lot 4 N Levitt St in the Township of Lucan Biddulph, County of Middlesex, and municipally known as 34400 Granton Line, be approved and the necessary by-law with holding provisions be passed by Council.

  • Recommended Motion:

    THAT report no. PW-20-2024 be received for information.

  • Recommended Motion:

    THAT Report No. PR-09-2024 be received

    AND THAT the Council of the Township of Lucan Biddulph approves staff to enter into an agreement with LiveBarn Inc. and NBC Sport engine for Streaming services at the Lucan Biddulph Community Memorial Centre.

  • Recommended Motion:

    THAT Report No. PR-10-2024 be received;

    AND THAT the Council of the Township of Lucan Biddulph adopt the Recreation Master Plan (October 2024) as presented;

  • Recommended Motion:

    THAT report no. PR-11-2024 be received for information.

  • Recommended Motion:

    THAT report no. EDC-08-2024 be received for information 

    AND FURTHER that Council directs staff to adopt Option #2 logo as amended with implementation in 2025.

  • Recommended Motion:

    THAT the Council of the Township of Lucan Biddulph authorize and direct the Clerk to purchase $100 gift certificates from local businesses to give to the Township's employees for Christmas.

  • Recommended Motion:
