The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • Recommended Motion:

    THAT Council adjourn its regular meeting at x:xx p.m. in order to sit as a Committee of Adjustments under the Planning Act.

Minor Variance Application A-03-2025

  • Recommended Motion:

    Recommendation:

    THAT Application for Minor Variance A-3/2025 filed by Leonard Troiano for relief from the Township of Lucan Biddulph Comprehensive Zoning By-law to permit the construction of an accessory building at a maximum height of 6.1 metres and in the front yard, 24.77 metres from the front lot line, for a property legally described as Part of Lot 20 Biddulph Concession 1 West, Part 1 on Reference Plan 33R18638, in the Township  of Lucan-Biddulph, County of Middlesex, and municipally known as 5690 William Street, be GRANTED.

    Reasons:

    • The intent of the Township of Lucan Biddulph Official Plan is maintained;
    • The intent of the Township of Lucan Biddulph Zoning By-law is maintained;
    • The variance is considered "minor" in nature; and,
    • The variance is desirable for the appropriate use and development of the lands.

  • Recommended Motion:

    Recommendation:

    THAT Application for Minor Variance A-1/2025 filed by 13202640 Canada Inc. (Randolph Mendonca) for relief from the Township of Lucan Biddulph Comprehensive Zoning By-law to permit zero required on-site parking spaces, for a property legally described as PLAN 221 PT LOT 5 W/S MAIN PT LOT 5 E/S KING, in the Township of Lucan Biddulph; BE DENIED.

    Reasons:

    • The intent of the Township of Lucan Biddulph Official Plan is not maintained;
    • The intent of the Township of Lucan Biddulph Zoning By-law is not maintained;
    • The variance is not considered "minor" in nature; and,
    • The variance is not desirable for the appropriate use and development of the lands.
  • Recommended Motion:

    THAT the Committee of Adjustment be adjourned at x:xx p.m. and regular council meeting recovene.

  • Recommended Motion:

    That the regular council meeting minutes of May 6, 2025 be approved as circulated/amended.

    THAT Report No. CAO-13-2025 be received;

    AND THAT Council endorse Resolution No.01 of the Fire Services Advisory Committee (FSAC) dated April 9th, 2025 calling for the dissolution of the governance of the two fire area boards and the establishment of Terms of Reference regarding a transition group.

  • Recommended Motion:

    WHEREAS the Ontario government has expanded the "strong mayor" powers to 169 additional municipalities which grants mayors in these municipalities more authority, particularly concerning the control of municipal budgets and planning decisions;
    AND WHEREAS this expansion has raised significant concerns regarding the centralization of power, erosion of local democracy, reduced accountability, and the potential for the abuse of power;
    AND WHEREAS the expansion of strong mayor powers undermines the collaborative nature of municipal governance, and diminishes the role of elected municipal councillors in representing the diverse interests of the community;
    AND WHEREAS concerns have been raised about the negative impacts on public trust, democratic participation, and municipal decision-making processes, if mayors are given the ability to bypass council decisions without adequate consultation or oversight;
    NOW THEREFORE BE IT RESOLVED THAT the Council of the Township of Lucan Biddulph opposes the expansion of Strong Mayor Powers;
    AND THAT the Council formally expresses its opposition to the Ontario government's intent to expand Strong Mayor Powers to preserve local democracy, transparency, and accountability;
    AND THAT the Council encourages advocacy for democratic principles and for municipal governance systems that prioritize collaboration, inclusivity, and democratic engagement;
    FURTHER BE IT RESOLVED THAT a copy of this motion be forwarded to the Ontario Premier, the Minister of Municipal Affairs and Housing, as well as the Association of Municipalities of Ontario (AMO) for further action.
